The Teaching Profession Act No.5 of 2013 of the Laws of Zambia also provides for the accreditation of all colleges of education and approval of teacher-training programmes. This implies that all institutions providing teacher-training in Zambia cannot offer this service without accreditation and approval of their programmes by the TCZ.
- Infrastructure: Refer to the Standards and Evaluation Guidelines booklet.
- Sports: Well demarcated sports fields with equipment that have acceptable minimum standards that are SEN user-friendly.
- Enrollment: For colleges and university-schools of education, the minimum number can range from 1 and the maximum as available room space can permit for comfortable sitting. But colleges should avoid over enrollment of students to a level where some students sit outside because there is no space a lecture room during lectures.
- Staffing: Only qualified and registered lecturers should be employed, 60% of whom should be on permanent basis.
- College Level: The student-lecturer minimum ratio of 1:5 and the lecturer must have a minimum qualification of a relevant first degree from a registered university.
- University College Level: The student-lecturer minimum ratio of 1:5 and the lecturer must have a minimum qualification of a relevant master’s degree from a registered university.
- The training programme and its curricular should be approved by the Teaching Council of Zambia in line with the Zambia Education Curriculum Framework for 2013, approved Syllabuses for the subjects and courses offered.
- Examinations must be under-written by the Examinations Council of Zambia.
- The training programme should be affiliated to a registered university for external quality assurance.
- For matters relating to the curriculum, colleges should contact the Curriculum Development Centre (CDC) and Directorate of Teacher Education and Specialized Services (TESS) in Lusaka.
In approving a college training program, the Teaching Council of Zambia will look for the following key characteristics or evidence:
- Higher order thinking skills
- Active forms of learning that involve active student engagement
- Independent student learning
- Sequential ordered of a variety of learning experiences
- Regular and frequent assessment with evidence of strategies for continuous assessment
- Fair system for grading assessment promoting validity and reliability of assessment in relation to the subject/course syllabus.
Facilities, equipment, teaching and learning plans and provisions for achieving the characteristics outlined in 1-6 above.
- Teaching and Learning Materials: Approved course books for teachers and students including reference books and supplementary materials should be available. Course books should be those recommended or approved by the Ministry of General Education. There should be at least a minimum number of facilities, equipment, and apparatus for ICT one-line connectivity for all subjects in the courses being offered.
- Special Education Needs: There should be evidence of reasonable accommodation for learners with special needs such as ramps, wide doors for wheel-chair users, enough lighting, clearly marked pathways, etc.
- Management: Only registered, qualified and experienced educationalists should be employed to serve as Principals of Colleges of Education.
- Strategic Planning: Every college of education should have the following:-
- Clearly defined and displayed mission statement;
- Clearly stated objectives of the institution;
- Strategic plan or project plan or business plan.
- Inspection Report: A dully signed inspection report is a mandatory requirement for college-accreditation.
- Boarding institutions requirement: All the above general requirements apply including the following:
- Hostel rooms/dormitories: should be clearly designated facilities as hostels/dormitories that are not used for any other purposes.
- Dining facilities should include a kitchen and a dining hall/rooms spacious enough and conforming to health standards.
- Staff working in the kitchen should be provided with appropriate attire and must have health certificates confirming routine/annual health examinations.
- Clinic/health post/sick bay should be within walking distance of the campus.
- Inspectors shall, during inspection of a college satisfy themselves in matters of infrastructure, enrolment, staffing, sanitation, preventive maintenance, curriculum, syllabus, teaching and learning resources, methodology and others.
- For the purpose of enforcing the Teaching Profession Act No.5 of 2013, the TCZ Inspectors may at any reasonable time, without prior notice visit the college premises and carry out necessary functions required at that particular time.
Application for accreditation or renewal of accreditation of a college of education shall be made on or before the 31st day of October in the year preceding the accreditation or renewal of accreditation. Late applications will be surcharged.
Certificate of Accreditation
- Provisional Accreditation: The Teaching Council may grant provisional accreditation to a College of Education, for a period not exceeding one year, where it determines that the college demonstrates reasonable progress towards full accreditation, but has not yet fully met the accreditation requirements, and it is able to provide the necessary service in its current condition.
- Accreditation: The Teaching Council of Zambia shall issue a Certificate of Accreditation or Renewal of Accreditation to any College of Education that satisfies the requirements of these regulations.
